Police were called to Columbus Avenue on an injured animal complaint Sept. 9 at 4:30 p.m.

According to the report, a dog was heard "screaming in pain" for hours. When officers arrived they found a 1-year-old pit bull pinned to a fence tangled in a tie-out cable, with its swollen leg suspended in the air and "obviously in pain." Nearby, a 6-month-old shepherd mix puppy was tied to a 3-foot cable.

Police said neither dog had food, water or shelter and they were "obviously emaciated." Both dogs had open sores and were covered in flies.

According to police, the homeowner arrived and said he did not think the dogs were neglected even though they hadn't been fed in a while because he was away.

He said the puppy belonged to his son, so therefore he was not responsible for its care.

Clyde Hargrove, 52, of 395 Columbus Ave., was issued two misdemeanor summonses, charging him with two counts of animal cruelty and two counts of failing to license a dog.
